New PR Admission Targets for 2019 are arranged by Quebec Immigration

According to the new Quebec immigration plan of 2019, up to 42,000 new permanent residents are have been aimed. Among them, 24,800 selection certificates have been targeted for issuing in the new year.

Quebec expects 59% of its new admissions through the Quebec Skilled Worker Program (QSWP). The government targets an overall 40,000 admissions from all programs. This target constitutes 23,450 new admissions through the Quebec’s economic programs, which includes skilled workers of 19,500.

Also, the Quebec Immigrant Investor Program, Quebec Entrepreneur Program and the Quebec Self-Employed Worker Program have set a target of 3,200 for the year 2019.

Further, 750 admissions have been targeted from “other economic categories”.

The leftover 16,550 admissions are set for candidates who are planning Quebec immigration through the family sponsorship, refugee and other immigration programs.

According to the Quebec Selection Certificates (Certificats de séléction du Québec, or CSQs), 20,200 and 24,800 have been set for issuing for the next year in the Quebec plan.

While considering the Canada-Quebec Accord, Quebec immigration selects the major newcomers to the province and thus, it becomes the only province in Canada with a separate immigration pathway with Canada’s federal government.

As per the 2019 plan, more than half of the totals, i.e. 12,000 and 15,000 CSQs have been planned for the skilled workers through the Quebec Skilled Worker Program; 2,100 and 2,800 CSQs are set for candidates belonging to the various business programs.

The new Coalition Avenir Quebec government has reduced the immigration levels with a decrease of around 10,000 people. The Quebec’s new immigration minister added that, though this temporary reduction is decreased, it is ensured that employers will still have the access to continue their search for skilled foreign workers.

Whereas, the Canadian Prime Minister, Justin Trudeau stated his concern that,What I hear throughout Quebec is business owners […] concerned about the shortage of labour,” Trudeau told reporters.  “I’m not sure this is the best time to reduce the number of people coming.”
